Why Strengthening?

1)  Declared policy of the State

Øto promote and upgrade  the practice of agricultural engineering  to adequately deliver basic and technical services for agri-fisheries modernization (Sec. 2, R.A. No. 8559);     

”It is hereby declared a policy of the State to promote and upgrade the practice of agricultural engineering profession in the Philippines by instituting measures that will result in relevant agricultural engineering education and better career prospects for professional agricultural engineers.

Likewise, the State hereby guarantees the delivery of basic and technical services to accelerate agricultural modernization through adequate and well trained professional agricultural engineers throughout the country”

“ xxx the Department of Agriculture (DA)  and the Local Government Units (LGUs)  shall also strengthen its agricultural engineering groups to provide the necessary technical and engineering support in carrying out the smooth and expeditious implementation of agricultural infrastructure projects.”

2)  Huge investments for agricultural engineering activities  under AFMA Law, Philippine Development Plan,  and  Food Staple Self-Sufficiency Road Map (2011-2016) implementation  threatened by climate change and extreme weather events;    

 

Challenges, Issues and Concerns

2) Absence/few agricultural engineers working in many areas for  agro-industrial development due to :  

ØLack of agricultural engineer positions in government
 
ØWeak enforcement of the Philippine Agricultural Engineering Law
 

3) Emerging regime for global practice which include agricultural engineering :  

 

Objectives

 

1) To produce 10,000 new  registered and licensed agricultural engineers in the next 8 years;    

2) To  improve and strengthen the delivery of agricultural engineering services nationwide, with at least one agricultural engineer  in every municipality;     

  3) To undertake or expand global practice of Philippine agricultural engineering profession in ASEAN, middle-east, US, Australia  and developing countries.

1) Increasing  the production of   new  registered and licensed agricultural engineers (quantity and quality)

b) Upgrading and Rationalizing the 46 AE Schools     

ØDesignating  National AE University, Regional and Provincial AE Universities/ Colleges   

 

c) Scholarship Program   

e) Updating of AE Curriculum to align with Washington Accord   

f)  Capability Upgrading of Agricultural Engineering Faculty  

2) Strengthening the Agricultural Engineering Services Delivery    

a) Skills Mapping, Deployment Planning  and Information Management;     

b) Continuing Professional Education Program    

c) Philippine Agricultural Engineering Standards Enforcement and Updating;    

d) Agricultural Engineering Specialization;    

ØAgricultural  and Fishery Mechanization
ØIrrigation and Soil and Water Conservation Engineering
ØAgricultural Buildings and Structures Engineering
ØAgricultural Processing and Food Engineering
ØRenewable Energy and  Farm Electrification

ØQualification Standards Review and Amendments on all positions in government and private firms involving AE practice

 

g) Strengthening Agricultural Engineering  Private Practice;   

h) Ocular Inspection, Monitoring and Enforcement on AE Law Compliance;

I) Establish Good Governance in all Agricultural Engineering  Organizations

c)  Overseas Employment Mapping & Surveillance  with POEA, DOLE and Agricultural Engineers abroad

d) Regulation  on the practice of foreign agricultural engineers in the country

e) Enactment of  a Philippine Agricultural and Biosystems Engineering Law
